Abuse and Neglect by foster parents
As reported in Child Maltreatment 2001, 0.5 percent of the perpetrators of abuse or neglect were foster parents. This translates into an estimated 4,239 perpetrators and 5,133 instances of abuse or neglect in 2001. (Page 49, U.S. Department of Health and Human Services, 2003b).

demonstrates that around 20% of the children removed from homes nationwide were returned to their families within 1 months of removal, and another 15% were retured in 1-5 months. My best guess is that all of the 1 months removals were mistakes b/c it takes longer than that to go through all the proper procedures to regain custody of a child in proven abuse. I also suspect that much of the 1-5 months category will fall in the same area. Since the yearly influx into the system in 2001 was 260,000, that would be around 46,000 kids that were removed from their families for less than a month "just in case". That is almost 1,000 kids per state. You think it cannot affect you or those close to you? Think again.
Oh, and by the way, 1% of those kids is 460 per year.
3. Finally, if you look around, there are forums where teachers and other mandatory reporters discuss DCFS, and THEY acknowledge that they try to gather all the facts and be really sure that abuse is going on before reporting. They know how heavy the burden is on the families. I don't want someone to come to Malyshi, get a cursory glance on what the parents are doing, and report them based on a suspicion, not on actual knowledge.
